Attach Top action not working for Rotors and Hinges

I have a simple setup to attach a rotor top to a rotor. When the piston is fully extended, it fits perfectly into the rotor. I then press my second button here to attach the rotor top, but it never locks. I test this by simply retracting the piston again with button 1, I would expect the Piston to get stuck and not be able to pull the top out.
Piston Velocity, Force, and Control Velocity are all 1. The Rotor is Standard with no special setup. This can also be reproduced with hinges. The eventual goal is an elbow joint between pistons, which can't work until I can attach the top
