Event Controllers Make Noise in Silent Mode

Steps to reproduce:
- Place event controller and battery
- Turn on silent mode
- Turn event controller off and on again
Example: Pressing the button to turn this on will produce noise.
Tested in creative and survival, and also occurs if the event controller was turned on from an automatic source and the sound can be heard from some distance away, couldn't find a limit to how far it reaches.
