Old contract spawned into new sector

I had just unlocked the fast travel link to Delphos, so I zipped over there.
On arrival I see a signal from Construction Yard at about 9km. I flew over there and the Construction Yard is there, intact, looking like it had just spawned in.
The save is from the moment I was standing in front of the contact terminal and noticed the signal. It is still there when I load the save.
On my first pass, it seemed to despawn after I accepted a new contract.
