In cockpit hotkey bar updates itself across saves

I had placed my hydrogen tanks in slots 7,8 and 9. I put my landing gear in slot 1.
I take a save.
I load the save. Slot 1 now contains a tank icon and does indeed switch the tanks from auto to fill rather than switching the enabled state of the landing gear.
I have the same bug
