Unplug power module from fully charged battery 1.5m sometimes get a 90% power module

I have 8 battery 1.5m and 4 of them are fully charged. then I unplug the power module from it but got three 99% power module and one 90% module. when I plug it in again, that battery still shows only 90% charged. 10% power are missing.
