Ping Text does not scale for higher resolutions

There are two issues here,
- The text size depends on the set resolution.
- The text shadow offset depends on the resolution
Here are examples, (yes I am using a 5k display), the internal resolution does not change these results, so using Up-scaling doesn't change how the text appears.
