Thruster fuel/resource draw

I am not sure if this is a bug or is the intended direction for resource usage but thrusters draw the same load regardless of throttle setting.
Replication is very simple: Generator > Battery/Tank > Thruster.
I assume this is known as the block definition fields are ConsumedResource.Amount in the powerable block definition and ResourcesRequiredToThrust in the thruster definition, but I very much hope this is not the final design of thrusters int he game.
