Contract bug - "Station upgrade - Radio beacon" requirements can be circumvented

The bug: After requirements for the Grid for this mission are momentarily met, the Grid can then be modified to no longer meet those requirements (e.g. be completely destroyed), and the submission is still accepted.
Version: v2.3.0.2798 Release Alpha
How to recreate:
-load the attached save
-grind down the Antenna in front of the player to reduce PCU within requirements
-do any of the following:
-build any blocks (e.g. the adjacent Antennae) to put back above PCU limit
-destroy required blocks
-leave blocks unfinished
-go to the Objective Marker to transfer ownership
The Grid will then be accepted regardless of no longer meeting Contract requirements.
