Stacked rotors don't add angular velocity beyond 60 RPM

Not sure if this is supposed to be upper limit for stability or is it a bug.
Angular velocity is added or removed appropriately within -60 to 60 RPM ranges
But essentially you can't spin rotors faster then -60 / 60RPM (when stacked together, and moving in the same direction)
Why cant i make a washing machine?
I have the same bug
