Activating rotor limits while outside of limit bounds get's it stuck

When activating rotor bounds while the rotor is outside of the bounds, the rotor just becomes stuck. This is different from the behaviour when setting the limits for the first time, where the rotor rotates from outsides of the bounds towards the inside of the bounds. This makes it nearly impossible to activate bounds while the rotor is spinning, which could be useful for a bunch of applications.
