sandstorm effects on jetpack safe speed

i just flew in the direction the winds were blowing... i should have been able to or "forced" rather to exceed the safe speed limit. the wind gusts are blowing irratically at +or- 18kmh and the dampners are just quite happy to keep me moving at the safe speed? no fluctuation? that seems too clean. there should still be some inherrent risk in flying out in your suit in those kinds of conditions.
