New features locked due to bug

I'm unable to advance the game due to a bug introduced in VS 2.3, and I don't see that any recent hotfix has solved it.
I'm playing in survival mode on a PC, and in order to unlock more of the system, I need to complete a mission that requires placing 2 storage blocks of the 2.5m variety. However, since the release of VS2.3 Drive, Automate and Detonate, the 2.5M storage block does not appear when moving between block sizes. Because I cannot select it, I cannot complete the mission, cannot advance, and cannot use the new (very cool) features.
I was hoping Hotfix 2.3.0.2790 would include the fix, but it didn't.
