Solar panels do not produce power on Kemit

I have observed that the solar cells generate absolutely no power on Kemit—and presumably on all planets. In my case, power generation works on my spaceships in space, but under no circumstances on the planet, even when the sun is positioned relatively centrally. This bug was not the case prior to the introduction of the weather system, so I assume there is a connection.
