Refinery refuses to produce

in VS 2.2: The refinery should produce Silver Rods and has enough resources (Silver). It could even pull from other containers, but it doesn't. The Production Queue has one Silver Rod AUTO and one manual (see image). The Refinery Ouput is empty.
