Momentum is gained too quickly when falling off blocks

When affected by gravity and standing on a block, walking off will seem to cause gravity to get a head start, with the player speeding up to 13-16 m/s after only falling one block.
To compare against the correct speed, I enabled my jetpack with my feet down against the top of the block to get the correct height, and flew off the side and disabled the jetpack. My maximum speed was about 9 m/s, meaning about 7 m/s is gained instantly after falling off a block.
