Hydrogen tanks and thruster max input/output do not match

I wanted to know how many hydrogen thrusters would run off three hydrogen tanks. When I check any tank size it is in the thousands for max output. When I check the max thruster input it is 0,4, and 12. According to the specs show on the devices from within the cockpit control panel, we only need one single O2H2 generator to power a star ship covered in hydrogen thrusters.
Does 4,000 on the tank equal 4 on the thruster max output?
I wonder if the tanks the thousands while the thrusters show the next measurement up?
