Blocks can be placed on a non-existing surface

Solved

Some debris block is generated after collision. When trying to place a block on a broken surface of the debris, it worked. Though, the new block should not have been attached to the broken block.

Blocks can no longer be placed on broken blocks. Could you please confirm that is the case for you?
