PCU Limit Reached?

I seem to have hit my build limit on my Single Player Survival save. I've edited the save to 500K PCU but i'm not even over the default 100K from what I can tell. My build menu says i'm at around ~460K and won't let me grind down a pirate ship.
I've checked the "Entity List" in the Admin Menu and i've calculated about 90K. 30K of that is NPC's floating around my asteroid base, but even after removing those, the number does not go down.
Anyone have any ideas? Is "Entity List" where everything should be?
To add on - I don't believe you can outright remove the PCU Limit on PS5, unless you can only do it upon World Creation?
I see this bug noted often on PC threads, but unlike them, I don't think consoles can bypass it?
