Turrets locking time is too long on servers

Happened on a Keen official server (CA#1)
Interior turrets a player placed to defend his base didn't attacked me outright when i flew in its killzone. It took over a minute for the defence to lock on and fire at me. I repeated the maneuver several time with the same result. In this time I might have flied in and grinded off the turrets a dozen time, making them useless as an AFK defence. I did in fact raided his base with impunity.
I'm not sure if this is a bug or a setting to preserve the performences of the servers, but that is pretty much game breaking. Especially on a crowded server like CA#1 where you stumble on other players' bases all the time.
