Stuttering in Random areas of the world

Game seems to stutter and freeze at random locations in the world and/or when Hovering over a terminal of any kind. Not hardware based as this never used to happen before the latest major update.
Also not affected by Mods as the problem is the same with and without the rendering Mod I have on.
Tried reloading world and making multiple new ones and problem still persisted. Also tried updating drivers, which resulted in no change.
