Finer control over Increase/Decrease Toolbar Actions

The step sizes for Increase/Decrease Toolbar Actions are currently not customizable. This is extremely limiting for most usecases. For example:
Setting the altitude of a event controller can be done using increase/decrease toolbar actions. However, this can only be done in 2500 meter steps, which immediately removes a lot of their potential usefulness. When setting up the actions, an extra window which gives the players the option to set a different step size would fix this.
