PCU/Build limit exploit in official servers

The PCU limits and block Build limits are being cheated/worked around in Keen servers by unscrupulous players to have 50,000, 80,000 PCU, and to also bypass the build limits of Drill/grinder/welder blocks.

They do this with alt accounts, by trading entire PCU allocation to themselves.

This abuse of the PCU trade mechanic results in players encountering raiders with much much more of a ship than they could possibly defend against with their legitimate 10k PCU.

They surpass block limits by placing drills with alt accounts, and setting new owner to themselves.

Players running 30 drill mining ships regardless of the block limits impacts server performance for everyone else... while the legitimate 10k PCU players now suffer the block limitations, but still suffer the server poor performance.

The PCU trade mechanic is open to abusive exploits and needs to be removed entirely or seriously altered.

The block limit mechanic with regards to alt accounts "gifting" grids to themselves also needs to be fixed.

It is effectively a "pay to win" mechanic in the game, that KSH has tried very hard to avoid:

Pay for another account: login, sell all PCU to yourself, congrats! your main player now has twice the PCU of everybody else.
