Add GPS tutorial to the new user quest

As the title implies, there should be a step in the new user quest for creating GPS entries. That would help streamline the early mining quests as well as enable quicker creation of the first hydrogen ship. Less "where was that cobalt mine again?", and more "ok, a quick run for more cobalt and we're outta here!"
