Ship has no inertia dampener down thrust

I left Verdure for Valation Station. I enabled the inertia dampeners when I hit zero-G, but the ship would not slow down. I was heading upward out of the atmosphere. I tried many times toggling Z, power cycling with Y, and the ship would not auto dampen. I could use the C key to manually activate the down thrusters. Video attached showing the issue.

I manually brought the ship to a stop.

I left the world and tried again. I discovered that the ship has no upward or downward inertia dampeners, but the forward/reverse/left/right dampening works fine. I had to manually stop the ship.

I built another ship and the new ship works fine. I then emptied all of the cargo out of the Sledge and the inertia dampeners worked correctly for one test flight and never again. I stripped the ship down, tried adding and removing cargo, but have not been able to get the up/down inertia dampeners to work again.


*** the ship is acting like a small gravitational field is pulling it back down to the starter base.

More information. I've stripped the Sledge down to less than what it started with and the same thing. No up/down inertia dampeners. I've discovered that the ship is acting like it is in gravity. I've tested and there's no gravity effects anywhere and only this ship is acting like gravity is pulling it downwards, not a lot of force but enough to slow it down from a quick up thrust down to zero and then pull/push it downwards slowly, but steadily with increasing speed the further it travels in the downward direction. Also, it is the ships downward position, no matter which way it is pointing. Sort of like if it had a low powered micro gravity drive.
