Edit Actions requires HUD display enabled to see

When we drag-n-drop to place an item from the terminal list to the toolbar, the Edit-Actions window is only show if the HUD view is enabled. Pressing the U key to view the HUD will show/hide the Edit Actions window.
In the attached video, the Edit Action screen did not show until I pressed the U key.
