Sun glare visual effect delay

There's a slight delay to the appearance of the sun glare when shifting in and out of direct sunlight (haha idk about that wording, I'm tired and non-native English speaker but I hope you get it). It appears to be a little random as it sometimes glares instantly and sometimes takes a little while as seen in the attached video.
