Can't fly upwards with jetpack with inertial dampers off

Goodmornig,
on Verdure i can not takeoff with inertial dumpers off; on jetpack.
Pressing space bar is not effective, i can't fly upwards.
I also notice the flying a ship :
with dampers on pressing "c" to fly downwards (while orizzontal) is less effective than disabling the dampers.
With dampers off flying upwards with spacebar is more slow
It seems like with damper there is a power buff.
