Welding not consuming components before ore

I am attempting to repair the drill rig, and the errors I was seeing said that I didn't have enough ore in the backpack to produce the necessary components.
One of these components was copper wire. I had 36 of them in my backpack that I had been picking up from around the game. I applied the iron to complete the drill, but copper remained unchecked at 60 copper. I had to go get copper from my ship to complete the drill, which required 60 copper.
I was expecting the backpack to use the wire that was already present.
(FYI I've been stockpiling ores and components in my ship to carry with me between missions, so I already had them available for use.)

As a follow-up, I went back to my ship to get some copper (404 of them), and the welder wasn't letting me finish the drill. It was not accepting any copper. My backpack is not full. Drill is counted as complete on the mission, I just can't complete welding it.
