Ctrl + E Stopped Working

OS updated this morning while is was AFK (4/9)
Other Apps respond to Ctrl+e just fine.

UPDATE: it seems to be my keyboard, not the game.

UPDATE: more specifically it's seem to be WIN 11 being bugged. it's likely update KB5054979 has a bug involving the keyboard.
