I Can use blocks from DLCs that I do not own

It's specific and works every time,you can't place it on an existing grid but if you free place it and use a merge block it works, it happens when you have the multi block with the + and you go from large grid large cargo container and you point it to small grid it's turn to modular cargo container and if you go from small grid large cargo container and point it on a large grid it automatically changes to cargo terminal half.
