connection problem

I want to play with my friend but he can not connect to any dedicated server anywhere. Server does not respond. When I start the game, he will not join because he is waiting for the server response and when he creates a server, i join to server and choose faction but then I can no longer be respawn anymore and it writes to me streaming, after some time, at the top of the screen start writing the game pause and still see the "streaming"
