[ModApi] DLC Blocks can't be identified

There seem to be no way to identify DLC blocks from api.

Background if there is a projected grid containing DLC blocks, the MyProjectorBase.Build(..) checks if a block is a DLC and the user has the right. But the MyProjectorBase.CanBuild(..) does no checking.

So you will end up with: CanBuild sayes yes you can, and Build does nothing.

I suggest putting the check also into CanBuild with an suitable result.
